  <body><![CDATA[<p>For&nbsp;a city adverse to new taxes, Marshall Willis' (MCRP '11) applied research paper "<a href="https://smartech.gatech.edu/xmlui/handle/1853/40796">Structuring an Equitable Parking Tax</a>" is gaining traction with city lawmakers as a "pay for what you use" alternative to funding transporation improvements. &nbsp;Center Forward President Heather Alhadeff believes a parking fee, similar to the one proposed by Willis, could change the way Atlantans view parking. "Everyone views land related to parking as something that's free ... The public responded favorably to a fee that would help change land use, reduce congestion, and arm the city with significant funds," says Alhadeff.</p>]]></body>
