Scholars are Doubtful" by<strong><em> The New York Times.</em></strong><em>&nbsp;</em></p><p>Excerpt:</p><blockquote><p>Just like any other bureaucracy, such groups have clearly delineated hierarchies, internal rules and divisions of responsibility. That clarity means it is easy to replace a leader with a deputy.
