Named for Nobel Prize-winning economist Elinor Ostrom and political economist Vincent Ostrom, the lecture is showcases the research and knowledge of prestigious policy experts. 

A prominent scholar specializing in the political economy of information and communication and founder of the influential Internet Governance Project, Mueller's lecture, given on October 3, challenged the idea of sovereignty in cyberspace. Furthermore, Mueller questioned the desirability and practicality of sovereignty in cyberspace, and explored the applicability of global commons models to cyberspace.

The lecture was followed by the Ostrom Workshop from October 4 - 5 that included a small conference on Smart Cities, which featured academics from Indiana University, Georgia Tech, the Berkman-Klein Center at Harvard University, and Virginia Tech. 

The Ostrom Workshop, which Vincent and Elinor founded in 1973, also touched on a variety of Internet governance related topics, including cybersecurity, data management, and information governance.
