{"616068":{"#nid":"616068","#data":{"type":"news","title":"Blackburn Publishes Paper ","body":[{"value":"\u003Cp\u003EPh.D. Candidate, \u003Ca href=\u0022https:\/\/econ.gatech.edu\/people\/person\/christopher-blackburn\u0022\u003EChristopher Blackburn\u003C\/a\u003E recently published a paper on the cost and impact of a proposed anti-displacement program in the Westside of Atlanta.\u0026nbsp;The\u0026nbsp;program\u0026nbsp;intends to fully subsidize property tax increases for eligible residents of neighborhoods located\u0026nbsp;near the Mercedes Benz Stadium and the\u0026nbsp;BeltLine multi-use trail. The authors\u0026#39; analysis combines data science and machine learning techniques to\u0026nbsp;predict\u0026nbsp;household-level income eligibility and forecast\u0026nbsp;property appreciation rates using publicly available data. They estimate\u0026nbsp;only a small fraction of residents in these neighbors\u0026nbsp;are eligible for the program, while the costs of the program are substantially higher than previous estimates suggest. These\u0026nbsp;findings have important implications for the design of anti-displacement\u0026nbsp;policy programs.
