      <value><![CDATA[<p><span><span>The objective of the proposed research is the development of a novel method of decentralized spectrum sharing. Current spectrum sharing with de-confliction requires either fixed pre-determined allocations or the use of existing infrastructure in order to maintain a centralized spectrum authority that grants spectrum allocations based on priority of licensee, geography, and availability.&nbsp; This research will focus on the use of emitted RF signposting signals combined with digital spectral twins and spectrum monitoring to provide a novel and decentralized approach to spectrum sharing. The intended operational environment for this system is United States Government (USG) test and training ranges where wired infrastructure may not be present and a greater degree of spectral autonomy is present.</span></span></p>
